8:1 Create CommandTerminalTextFriend

We need to create a new terminal command called friend in the game server of the terminal folder. We need to do this to create a way for people to have friends in the MMO and by getting friends allows for more intuitive quests or adventures with friends. This task will only cover the identifier and description and the execute will be coded after the gateways are created.
